I like the combination of "merit", as judged by the kinds of responsibilities teachers take on, and rank ("novice" to "senior"). There are probably flaws I'm not seeing, but it's an interesting take from people who know far more than I on the subject.

Because I used to be a teacher and I am involved in the hiring process for teachers at my son's school, I have a myriad of thoughts running through my head on this topic.
What makes a great teacher? Or more specifically, what can they do to show that they have the drive to become a great teacher. Two things come to mind.
1. Putting in the extra time for the children that need it.
2. Continually working to learn more about how to do there job better.
I believe that the current system makes it difficult to do both. The teaching profession is, as many people know, not a 9 -5 job. With leason plans to do, papers to grade, items to research and classrooms to get ready, teachers have difficulty doing both of the items listed above.
Whatever decision is made to fairly pay teachers, we can't forget to help them find ways to free up there time to be able to accomplish all that we ask of them. Although, most schools do not even get financial help to advance their degrees.
The money aspect definitely needs to be addressed, but so does giving them the opportunities to make themselves great teachers.
